  • Each administrative authority is responsible for civil protection planning in its area of activity (federal, regional, provincial and municipal).
  • De federal Minister of the Interior has overall co-ordination and supervises the permanent Crisis- and Co-ordination centre.
  • Police- and rescue services are organized at local level.
  • All public administrations, municipalities, provinces, hospitals and Enterprises are legally obliged to develop individual emergency plans.
  • De federal and provincial Public Health inspectors are responsible for the pro-tection of the public health and for psycho-social support.
  • The psycho-social intervention plan comprises three phases: immediate action, transitory activities and return to normal life. 

Belgian Red Cross

  • The auxiliary role of the Belgian Red Cross is mandated through the National Society’s statutes and based on the law of 30 March 1891.
  • The National Society focuses its domestic disaster relief on medical-logistic and psycho-social assistance. This also includes psycho-social support to repatriated Belgian nationals affected by catastrophes and/or conflicts abroad.
  • The National Society is a strategic partner of the Federal Public Health service.
  • This partnership is based on long term experience and cooperation with public and other medical and relief services. 
  • The Red Cross also built up a specific experience in preventive actions during mass gatherings. It is present on more than 10.000 large and small events per year and has for this end developed an extensive risk analysis and standardized operating procedures.
  • The Red Cross equally provides urgent and non-urgent ambulance transport which also serves as a means to acquire additional experience.
  • The so called ‘Fast Intervention Teams’ are trained in specific skills to deploy an advanced medical post as well as auxiliary medical-logistic tasks in disaster relief. On average the Red Cross intervenes in Flanders 150 times per year dur-ing major incidents. The Red Cross has specific conventions with the federal government that regulate its fast intervention activities.
  • Red Cross-Flanders provides logistical support and transport and warehouse fa-cilities for the B-Fast project. This is a multidisciplinary, immediate response team co-ordinated by the Foreign affairs department.
  • The Red Cross guarantees an adequate supply of safe blood through a system of voluntary donorship.

    Service d'aide sociale aux justiciables de l'arrondissement de Huy

    Une équipe pluridisciplinaire (psychologue, juriste, criminologue, assistante sociale) au service des victimes existe depuis 1985. Il couvre principalement l' arrondissement de Huy et Waremme. Ce service apporte une aide sociale et un soutien psychologique aux victimes ainsi qu'à leurs proches. Le service est également chargé de promouvoir et soutenir les initiatives qui visent à améliorer l'accueil et la prise en charge des victimes.

    Meeting needs in a crisis including terrorist attacks

    A practical handbook and training for all individuals who could potentially be involved in managing or responding to victims' needs, including decision-makers and first-line responders. These aim to improve the understanding of victims´ needs and to provide a more adapted response. The training and manual are intended to be adaptable to the various European realities. The contents of the handbook are available through a special training provided throughout Belgium and Europe.

    Forum national pour une politique en faveur des victimes

    En mai 1993, la Chambre des Représentants a approuvé une motion dans laquelle il était demandé au gouvernement de mettre sur pied un Forum National pour une Politique en Faveur des Victimes. Suite à cela, le Forum a été installé le 16 juin 1994 par le Ministre de la Justice.
