Normative requirements for receipt, origination, and transit of disaster relief through the territory of the Republic of Bulgaria

This study reviews the Bulgarian legislation in force since March 1st 2010 in relation to the Guidelines for the Domestic Facilitation and Regulation of International Disaster Relief and Initial Recovery Assistance (IDRL Guidelines), adopted in 2007 at the 30th International Conference of the Red Cross and Red Crescent. National legislation and policies, as well as international treaties, to
which the Republic of Bulgaria is a party, have been examined with the view to analysing their impact on international humanitarian assistance in case of disasters. The study also reviews the practical application of normative requirements with an emphasis on identifying existing problems and good practices.
