  • The Emergency Preparedness Act obliges all public administrators, regions, municipalities, enterprises to develop individual emergency plans
  • Regional county governments are responsible for risk assessments and respond directly to emergencies in the county

Estonian Red Cross

  • The Estonian Red Cross is auxiliary of governmental authorities in the humanitarian field
  • Today 8 local branches are involved in county crisis committees
  • In 2001, the Estonian Red Cross started training Disaster Response units (DR-units), trained 140 hours on first aid, psychological support, search and rescue, primary care incl. tracing services, HIV/AIDS prevention and International Humanitarian Law. The units can be deployed in a domestic disaster or major accidents. Today approximately 250 multi-skilled volunteers (on local branch level) are able to assist, when called upon, in search and rescue operations, first aid, psychological support and sheltering. Training of units’ new members is in the process
  • In 2007, the first Primary Care unit (PC-unit) based on volunteers was established. PC-unit members are responsible for psycho-social support, first aid, sheltering and restoring family links of victims of emergencies. Training of new PC-units is in the process.

    Primary Care is more focused in Disaster Management/Civil Protection future development.

  • The Estonian Red Cross Headquarters provides tracing services, arranges training for DP- and PC units and provides necessary equipment
  • The National Society organises the training of trainers in First Aid,
    regulated by the national law and provides First Aid education to the general public.

The Estonian Rescue Board is a government institution under the jurisdiction of the Ministry of the Interior, which has the leading role in planning preparedness for emergencies and the operational management of Regional Rescue Centres. It is also responsible for the development and implementation of national rescue policies.
