Citizen involvement

Citizen involvement is a means to reduce the impact of an emergency or disaster by better preparing individuals and communities and drawing on the resources and skills available locally.

Citizens and communities can play a role in civil protection by increasing their ability to prepare and cope better with the consequences of an emergency. 

A key factor of resilience is involving citizens:
  • providing information
  • developing skills, training requirements and exercises to prepare for the consequences of predictable and potential emergencies and disasters
  • integrating citizens, volunteers and communities as full partners in civil protection arrangements
  • encouraging ownership and volunteering
  • sharing information and assisting with the risk assessment process.

Disaster preparedness and resilience initiatives are effective when: 

  • people know and understand the risks that surround them 
  • risks are recognised as threats relevant to daily life 
  • people are encouraged and motivated to take practical measures to prepare for risks and hazards and mitigate their impact
  • communities have their ‘fingerprints’ or an ownership of emergency plans.

There are many benefits of involving citizens, such as:

  • Enhancing the citizen’s sense of usefulness, value and self-worth
  • Assisting in the development of their resilience
  • Leading to an accurate identification of their needs
  • Facilitating and complementing the response activities of the response organisations.

Public perception of flood risk and community-based DP

Tadahiro Motoyoshi argues that in order to find ways to involve local residents in disaster prevention activities,there is a need of conducting a study to identify factors contributing to the participation of local residents in disaster prevention activities. This chapter examines consciousness in accepting flood risks and the intention to participate in community-based disaster preparedness activities and carries out studies on each causal model based on questionnaire surveys conducted in Japan.
